As a program coordinator, I intently listen to what local officials say about the Local Governance Performance Management System ( LGPMS) . It is important for me to know how they think and feel about the system which is implemented in all local government units in the Philippines.
I’m sharing with you the views of Atty. Suzette Mamon , Municipal Mayor of Badiangan, Iloilo:
” I use the LGPMs as a tool for good goverance and professionalized service. It is an instrument that measures my own performance as a local chief executive, and my administration as a whole. I used the 2006 LGPMS results as one of the basis in crafting my platform of government — my Executive Agenda.
” I believe that the LGPMS thru the State of Local Governance Report , encourages Local Chief Executives to be more open to constructive criticisms and to be more felxible within the bounds of law. It promotes transparency in government transactions”.
The above statement is an excerpt from her message delivered during the presentation of the State of Local Governance Report in the Municipality of Badiangan Iloilo on July 3, 2007.
The activity was attended by the Sangguniang Bayan members ( Council members) , Local functionaries (department heads) , national government representatives , CSOs representatives and Punong Barangays.
Badiangan is one of ten (4th to 5th class) LGUs in Region VI which implemented the project ” Integrating the LGPMS in Local Planning for Good Governance”, a GTZ supported project of the LGRC6- DILG, Region VI.
